Ports of Stockholm:
Ports of Stockholm offers shipping companies, tenants, Stockholmers and tourists access to Stockholm and the region by providing modern port-related infrastructure and services – where safety and the environment are in focus.

Ports of Stockholm does this by:
• offering berths and facilities primarily for ferry, cruise and container traffic
• maintaining and developing ports and inner-city quays
• promoting archipelago traffic and sea-borne local traffic
• being an efficient and profitable partner.

Background:
The Port of Stockholm is participating together with partners, including in Ukraine, in the project "Integration of Ukrainian ports with EU transport system" (IntegraPorts), funded by the Swedish Institute. The project is of the "project preparation" type and aims to strengthen the capacity of the Ukrainian ports and create a basis for their integration with the Trans-European Transport Network (TEN-T).

The project consists of several main activities, where among other things, a needs analysis, knowledge in applying for EU funds for community development and reconstruction, and a study visit to a Baltic Sea port are important parts in strengthening the efficiency of the Ukrainian ports and the conditions for a future strengthened trade and recovery after the war.

The Port of Stockholm is the project owner and contributes with expertise in, among other things, port management, logistics and sustainability as part of supporting the Ukrainian ports' path forward in their adaptation to EU standards in the transport area and creating a basis for their future integration with the Trans-European Transport Network (TEN-T).

Mission description:
The mission involves preparing an analysis of the needs of the Ukrainian ports and the Ukrainian maritime sector and the scope of future needs. The needs analysis will form the basis for defining the scope of a future major project regarding cooperation between Sweden and Ukraine around integration of Ukrainian ports with the Trans-European Transport Network (TEN-T). The needs analysis is also expected to contain recommendations for a future major cooperation project and a summary of possible sources of financing for the above mentioned cooperation project.
The needs analysis will likely be based on an analysis of the current state/function of the Ukrainian ports, the Ukrainian maritime sector and on knowledge and experience from the Baltic Ports Organization and the Ports of Stockholm. The external expert is also expected to have existing expertise in the maritime sector and its challenges and trends going forward, both within the Baltic Sea region and internationally.
The external expert is expected to participate in several (mostly digital) partner meetings within the ongoing project, with the aim of, among other things, reporting on the progress of the needs analysis work.

Delivery objectives:
The external expert (consultant) shall deliver a needs analysis that:
1. Maps and describes the current and future needs of the Ukrainian ports and maritime sector, with a particular focus on integration into the Tran-European Transport Network (TEN-T). At least five (5) identified and concrete needs should be presented.
2. Contains concrete and clear recommendations for a future cooperation project between Sweden and the Ukraine in the field of transport linked to TEN-T. At least five (5) concrete recommendations should be presented.
3. Identifies and summarizes possible sources of financing in Sweden and/or within the EU for a future major project. The final report shall identify at least three (3) possible sources of financing.
The needs analysis including recommendations and identified funding sources shall be presented in the form of a written report that is clear, structured and useful as a decision-making basis for Swedish, Ukrainian and European stakeholders.
The report shall be delivered within the agreed timeframe and meet specified quality requirements as above.

Consultant competence requirements:
• The consultant SHOULD have extensive knowledge of the needs and development of the port sector internationally and at EU level and the importance of the Trans-European Transport Network (TEN-T) for the port and maritime sector.
• The consultant SHOULD have extensive knowledge of the challenges and trends of the maritime sector, especially within the Baltic Sea region but also internationally.
• The consultant SHOULD have experience in compiling detailed analyses and reports regarding Baltic and European ports.
• The consultant SHOULD have experience and knowledge of EU funding and therefore the ability to identify concrete sources of funding for cooperation projects between Sweden and the Ukraine.
• The consultant SHOULD have experience and knowledge of developing strategies for the integration of ports into the Trans-European Transport Network and strategies for sustainable development in the maritime sector.

• The consultant SHOULD have experience of cooperation projects with companies in the public sector (meritorious)

During evaluation, price in combination with knowledge and assignment experience regarding needs analysis and detailed reports related to ports and transport infrastructure will be weighed together when selecting a consultant.
The consultant can work in their office or on site at Ports of Stockholm in Frihamnen in Stockholm.

Assignment duration and scope:
The assignment starts on 2025-01-20 and runs until 2025-11-10.
The scope of the assignment is estimated at 90 hours.
